The Ministry of Health (MoH) through the STD & AIDS Control Program conducted a bench marking assessment of the District Performance Monitoring Standards (DPMS) between August 2014 and February 2015. The Ministry of Health in collaboration with the MakSPH Monitoring & Evaluation Technical Support (METS) Program plans to conduct a follow-on assessment between the 5th and 18th March 2017. A data collection tool was designed to gather data from the various districts that will be used to score their performance in eight management domains with thirty-nine standards namely: Governance and Leadership, supply chain, financial management, and human resources for health Service delivery, planning and coordination, health information systems as well as laboratories.

This assessment is aimed at identifying performance gaps and areas for improvement across the eight domains in individual districts. The results of these assessment will be provided to guide capacity building efforts as well as technical assistance to support District Led Programming by Implementing Partners. The performance will be color coded as follows:

The exercise will be carried out by seven teams in 51 Districts in Uganda, these include: Arua, Zombo, Koboko, Moyo, Maracha, yumbe, Adjumani, Nebbi, Masindi, Hoima, Luwero, Kiryandongo, Nakasongola, Buliisa and Nakaseke, Lwengo, Ssembabule, Masaka, Rakai, Lyantonde, Mbarara Kalangala, Kalungu, Mpigi, Gomba, Bukomansimbi, Butambala, Kampala, Mityana, Kabarole, Kasese, Kamwenge, Bundibugyo, Kyenjojo, Kyegegwa, Ntoroko, Mubende, Wakiso, , Kakumiro, Kibaale, Kagadi, Kyankwanzi, Kiboga, Soroti, Katakwi, Serere, Amuria, Bukedea, Ngora, Kumi and Kaberamaido.
This information will be put together with help from the District Health Officer, relevant members of the District Health Management Team and their respective Implementing Partner. Data will be uploaded to a central database when an internet connection is availed and the scores will be calculated immediately at the end of the data entry process for discussion and review with the district teams and their respective Implementing Partners.

She further noted that this exercise was made possible by the support the Program receives from CDC.
