The Monitoring and Evaluation Technical Support (METS) Program at Makerere University School of Public Health (MakSPH) is a leading initiative dedicated to strengthening health information systems, data-driven decision-making, and program monitoring across Uganda.

Through partnerships with government institutions, development partners, and implementing organizations, METS supports the generation, analysis, and use of high-quality data to improve health outcomes and guide evidence-based public health interventions.

Our Journey:

The Monitoring and Evaluation Technical Support (METS) Program at Makerere University School of Public Health (MakSPH) is a leading initiative dedicated to strengthening health information systems, data-driven decision-making, and program monitoring across Uganda.

Through partnerships with government institutions, development partners, and implementing organizations, METS supports the generation, analysis, and use of high-quality data to improve health outcomes and guide evidence-based public health interventions.

Operating within MakSPH, one of Africa’s premier public health institutions, the program combines academic expertise, field implementation, and technical innovation to support Uganda’s national health priorities.

Strengthening National Health Systems

Over the years, METS has worked closely with the Ministry of Health, district health teams, and implementing partners to strengthen monitoring and evaluation capacity. The program has supported improvements in: Health Management Information Systems (HMIS) Case-Based Surveillance systems Program monitoring frameworks Data quality assurance processes Health data analysis and reporting Through these initiatives, METS has helped ensure that health data collected across Uganda is accurate, timely, and actionable.

Supporting HIV and Public Health Programs

A significant part of METS’ work focuses on supporting national HIV prevention and treatment programs through data-driven strategies. The program assists partners and government agencies in: Monitoring HIV prevention and treatment outcomes Tracking program performance indicators Supporting surveillance systems Evaluating public health interventions These efforts contribute directly to Uganda’s progress toward national and global HIV control targets.

The Beginning

The METS Program was established to address a critical need in Uganda’s health sector: stronger monitoring and evaluation systems that enable evidence-based decision-making. As health programs expanded across the country, the demand for reliable data systems, performance monitoring, and evaluation expertise increased significantly. Makerere University School of Public Health, with its long-standing reputation in public health research and training, responded by creating a dedicated technical support platform to strengthen M&E systems nationally.

Expanding Technical Support

As the program grew, METS expanded its scope beyond traditional monitoring and evaluation support. The team began providing specialized expertise in areas such as: District-led programming and health planning Surveillance and epidemic monitoring Data analytics and visualization Digital health systems strengthening Partner coordination and reporting This expanded support enabled METS to become a trusted technical partner for national and district-level health programs.

Innovation and Data for Impact

Recognizing the evolving role of technology in public health, METS has increasingly focused on data innovation and digital transformation. The program promotes the use of modern data tools, analytics platforms, and integrated health information systems to improve program efficiency and accountability. By bridging the gap between data collection and decision-making, METS helps transform raw data into meaningful insights that guide policies, strategies, and health interventions.
