Through the Health Information Systems, Program Area D (HIS), METS is Aiming at:-

Improving patient identification, tracking, service provision and referrals of persons with HIVs along the clinical cascade.
Increase availability of critical HIS tools at health facilities to facilitate data collection and reporting.
Establish and expand functional electronic HMIS at national, districts and high volume facilities
Improve data quality and use for better planning and decision-making at district and facility levels.
Strengthen ordering and reporting of ARVs and HIV test kits using the web-based ordering system (WAOS).
Establish a data-sharing platform which pulls data from DATIM, DHIS2 and other sources to act as a central repository for HIV data.

The projects interventions

In 2015, The Ministry of Health approved OpenMRS as an electronic patient records system and indicated the need to expand the system to cater for all the other program areas. With support from CDC, METS in 2015 received support to customize and support the national scale-up of OpenMRS. METS upgraded the existing OpenMRS (Version 1.6.3 to Version 1.11.6 which was rebranded from OpenMRS to UgandaEMR. VISIT THE PORTAL

HMIS Tools

METS printed critical HMIS tools including Registers, Forms and Clients Cards for the entire country. All (100%) of the 44 critical HMIS tools were printed and majority distributed through Implementing Partners, districts and to the health facilities for further knowledge generation and sharing.

Capacity Building

For sustainability as far as capacity building is concerned, METS in collaboration with the Ministry of Health, Division of Health Information, WHO and CDC organized the first ever National OpenMRS Trainer of Trainers in Mbarara to build capacity countrywide. The workshop provided participants with practical hands on training on the updated UgandaEMR system. The training that targeted IT and M&E staff from various CDC and USAID supported Implementing Partners (IPs). The 120 participants that relate with the use of OpenMRS across the country.

Strategic Planning Workshops

DHIS2 Technical Support to Ministry of Health: METS supported the Ministry of Health to conduct two eHMIS orientation trainings for the National Level Programs and Armed forces (police, Army and Prisons). To maintain a reliable national eHMIS system, the project further supported the Ministry of Health to customize the national DHIS2. Missing data validation rules and indicators for the different program areas including TB, and Malaria, were identified and integrated into the national DHIS2 during the quarter.

EOC-MOH support: METS supported the Emergency Operation Centre (EOC) with eMTCT Option B+ and Retention Reporting. The project supported the MoH to schedule weekly presentations and sent out reminders for reporting, and presentations to the different stakeholders. The Option B+ report platform

HIV Situation Room: Together with the Ministry of Health, the Division of Health Information, participated in a study tour on the Situation Room in Nairobi. The Situation Room provides a platform for managers to have access to data from different data sources to make accurate decisions a concept that METS plans to support the Ministry of Health in. METS is now working out a concepts to have this implemented in Uganda.

Innovations

These @METS include Health Informatics Mapper known as the HiMap. This is an eHealth strategic information application that can be used to capture the GIS coordinates for the District Health Offices and Health Facilities across the country. The application will also enable the user to access the District Health Offices and Health Facilities across the country.

The Strategic Information Mobile Application and Option B+ Dashboard

This is a mobile based application that was developed by METS for the Ministry of Health to monitor the Elimination of Mother To Child Transmission (eMTCT) of HIV program.
