The Local Governments/Districts are the units of implementation but are structurally linked to the central government through line ministries with well-defined mandates. Some of the key functions for the local governments include but are not limited to; Planning, coordination and monitoring the delivery of services in accordance with national policies. For the health sector in particular, the District Health Office is mandated to spearhead these functions under the stewardship of the Ministry of Health (MoH). Often times, however, local governments lack the capacity to effectively fulfil their stipulated mandates. Against this background, the Makerere University School of Public Health-CDC HIV/AIDS Fellowship Program (MakSPH-CDC) in collaboration with the Ministry of Health and supported by Centers for Disease Control (CDC), designed a Medium term fellowship for mangers of health services in the district with the sole aim of strengthening their capacity in Leadership, Governance and Management (GLM).
