Background
The implementation of public health surveillance of both, HIV incidence and recent infections, is the goal of the Uganda National HIV Surveillance Framework to monitor and control the epidemic. Assessment of recent infection using antibody-based tests that can help distinguish recent from long-term HIV infection have been used since the mid-1990s to estimate population-level HIV incidence and to evaluate the impact of large-scale HIV interventions in preventing HIV infection. The test results can be used to estimate HIV incidence infection at population or sub-population levels, and to estimate needs for prevention, care and treatment programs. To this effect, the ACP/ MoH has planned implementation of testing for recent infection among all newly diagnosed HIV-positive persons and eventual integration into routine HIV surveillance.
